Buying or building a home in Rwanda with a loan
In Rwanda, a home loan is arranged with a bank such as Bank of Kigali or BPR, or a partner SACCO, secured by a mortgage on a registered plot. Lower-income first-time buyers can aim for the Gira Iwawe scheme refinanced by the BRD.
The housing market in Kigali and the provinces
Demand is concentrated in Kigali, where districts such as Kicukiro, Gasabo and Nyarugenge are expanding fast. Secondary towns such as Musanze, Huye and Rubavu also draw buyers, usually with more moderate prices per square metre.
Gira Iwawe, the first-time buyer loan
The Gira Iwawe scheme, run by the BRD with the Rwanda Housing Authority, refinances loans for first-time buyers. The Rwandan press reports a rate of 11 % for loans up to 40 million RWF, subject to a cap on monthly household income.
The second income band
A higher band targets households with monthly income between 1.2 and 1.5 million RWF, with a reported ceiling of 60 million and an announced rate of 13 %. These figures are indicative and should be confirmed at a branch.
Partner banks and SACCOs
The scheme runs through partner institutions, including BPR, Umwalimu SACCO for teachers and Zigama CSS for the security forces. Other banks offer their own home loans on market terms, generally over fifteen to twenty years.
Standard mortgages outside the subsidised scheme
Outside Gira Iwawe, the rate, deposit and term depend on each bank's policy. An employee whose salary has been paid into the bank for several months is approved more easily, especially if the property lies in a zone that complies with the master plan.
Building on your own plot
Many Rwandans first buy a plot and then build in stages. The bank then releases funds in tranches, on presentation of the building permit issued through the online permit system and the contractor's quotes.
Land title, UPI and long-term lease
In Rwanda, land is generally held under a registered long-term lease identified by a UPI. The lender checks that there is no earlier mortgage or dispute, then records its charge in the online land register before releasing the money.
Valuation by a certified valuer
The bank appoints a certified property valuer whose report sets the value used to calculate how much can be financed. The borrower often pays for this valuation, and its cost in RWF varies with the size and location of the property.
Life and fire cover on a home loan
Death and disability insurance covers the outstanding balance, while fire insurance protects the mortgaged building. These premiums come on top of the monthly instalment, and the amount depends on your age, the value of the home and the Rwandan insurer chosen.
Rwandan diaspora buying from abroad
Rwandans living abroad can borrow from some Kigali banks, with proof of foreign income and a representative on the ground. For a comparison with the East African neighbour, read our page on the mortgage loan in Kenya.
Combining a loan, savings and a SACCO
The deposit often comes from savings in a SACCO, an ibimina group or an advance from the employer. Other financing options in the country are summarised in our overview of credit in Rwanda, which covers banks, cooperatives and mobile loans.
After the loan: follow-up and discharge
Once the loan is paid off, the borrower asks the bank for a release letter and then has the mortgage removed from the land register. Without this step the plot stays encumbered and cannot easily be sold or pledged again.
Steps to a home loan in Rwanda
- Check your eligibility for Gira Iwawe: first home, monthly household income below the cap and stable employment.
- Obtain the land register extract for the plot with its UPI and confirm there is no mortgage or dispute.
- Apply to a partner bank or your SACCO with proof of income and quotes.
- Have the appointed certified valuer carry out the valuation and obtain a building permit if needed.
- Sign the offer, take out the insurance policies and let the bank register the mortgage through Irembo.
- Receive the funds, paid to the seller or in construction tranches, then repay monthly in Rwandan francs.

Traps in Rwandan property financing
- Buying a plot whose zoning under the Kigali master plan rules out housing: the bank will refuse to finance it.
- Paying a deposit to a seller without checking the land register, while a mortgage or an inheritance blocks the sale.
- Underestimating the cost of finishing a house built in stages, leaving an unfinished site that cannot serve as collateral.
- Declaring household income above the Gira Iwawe cap, which automatically rules the borrower out of the subsidised rate refinanced by the BRD.
Questions about buying property on credit in Rwanda
Is Gira Iwawe open to every buyer?
No, it is reserved for first-time buyers whose monthly household income stays within the set caps, 1.2 or 1.5 million RWF depending on the band reported by the press. Conditions change, so the BRD and its partner banks confirm eligibility.
Can you mortgage a plot that has no registered title?
In practice no: Rwandan banks require registration in the land register with a UPI. If the plot comes from an undivided inheritance, the estate must first be settled and the transfer registered in the borrower's name.
What is the longest term for a home loan in Rwanda?
According to published information, Gira Iwawe runs up to twenty years. Standard bank loans often stretch over fifteen to twenty years, provided the borrower stays within the age limits set by the bank and the insurer.
Do teachers get a dedicated offer?
Umwalimu SACCO, the cooperative for teachers, is one of the scheme's partners. A teacher whose salary is paid there can ask about the home loans on offer and whether BRD refinancing is available.
