Leasing a vehicle with a purchase option in Rwanda

In Rwanda, car leasing mainly serves companies, NGOs and public bodies through certain banks and rental firms, while individuals and Kigali moto-taxi riders tend to use motorbike hire purchase or a standard car loan instead.

How a finance lease works in Kigali

Under a finance lease, the bank or leasing company buys the vehicle and makes it available in return for rental payments. The client becomes the owner at the end by exercising the purchase option, often for a small residual value in Rwandan francs.

Who offers leasing in Rwanda

Some Kigali commercial banks and specialised firms offer finance leases for vehicles and equipment. Products are fewer than in Kenya and mainly target companies registered with the RDB that have audited accounts and a solid banking history.

Companies, NGOs and vehicle fleets

NGOs, transport firms, construction companies and tour operators renewing 4x4s for the national parks use leasing to protect their cash flow. Rental payments are regular and fit easily into the annual budget of the organisation.

Long-term rental without ownership

Long-term rental with maintenance and insurance included suits organisations that do not want to own the vehicle. At the end of the term, the car is returned and replaced by a recent model, with no second-hand sale to manage in Kigali.

Ownership and vehicle registration

During the contract, the vehicle is registered in the lessor's name with the Rwanda Revenue Authority. Ownership passes to the client only after the last rental payment and the residual value have been paid, on presentation of the transfer documents.

Mandatory comprehensive cover and approved garages

The contract generally requires comprehensive insurance and servicing at an approved garage. An undeclared accident or a lapse in insurance can lead to termination of the contract and repossession of the vehicle by the lessor.

Hire purchase of electric motorbikes

In Kigali, electric motorbike operators let moto-taxi riders become owners after a period of daily payments by mobile money. Swapping batteries at stations lowers energy costs compared with petrol, which helps riders keep up with their payments.

Finance lease or Rwandan car loan

A car loan makes the buyer the owner straight away, with a pledge in the bank's favour, whereas leasing leaves ownership with the lessor. For a salaried individual, our page about the car loan in Rwanda presents the other option.

Lease payments, VAT and RRA rules

For a company, rental payments are generally treated as expenses, depending on the accounting standards applied and RRA guidance. A Rwandan chartered accountant should confirm the treatment of VAT and depreciation before the contract is signed.

Machinery and professional equipment

Finance leases also cover construction machinery, tractors and medical equipment. Entrepreneurs in Kigali or Rubavu weighing leasing against an investment loan will find the general framework, BDF guarantees included, on our page about financing for Rwandan entrepreneurs.

Comparing with leasing in Kenya

The Kenyan leasing market is older and has more players, which shapes what is on offer across the region. Our page on car leasing in Kenya lets you compare terms, initial deposits, residual values and insurance conditions.

Purchase option, renewal or return

At the end of the term, the client exercises the option, returns the vehicle or renews. On return, the lessor inspects the car and may charge in Rwandan francs for damage beyond normal wear, hence the value of a joint inspection report.

Setting up a vehicle lease in Rwanda

  1. Define the need: number of vehicles, mileage, term and use in town or on rural tracks.
  2. Request quotes from several lessors and compare rental payments, residual value and included services.
  3. Provide the company documents: RDB certificate, TIN, financial statements and bank statements.
  4. Pay the first rental or the deposit and take out the insurance required by the contract.
  5. Receive the vehicle registered in the lessor's name and follow the maintenance schedule.
  6. At the end of the term, exercise the purchase option and have ownership transferred at the RRA.

Questions about vehicle leasing in Rwanda

Can an individual sign a car lease in Rwanda?

Leasing offers mainly target companies and organisations. A salaried individual will find a bank car loan easier to obtain, while moto-taxi riders turn to motorbike hire purchase offered by specialised operators in Kigali.

Who owns the vehicle during the contract?

The lessor does, and the vehicle is registered in its name with the RRA. The client only becomes the owner after paying all the rentals and the agreed residual value.

Can you end a lease early?

The contract sets the conditions for early termination, often with a fee equal to part of the remaining rentals. Work this out before committing to a long term, so that you know the real cost of leaving.

Is electric motorbike hire purchase a form of credit?

Economically it resembles one, since the rider pays off the price of the motorbike gradually. Legally, the operator keeps ownership until the last payment, which allows repossession if payments stop.
