Borrowing in Cape Verde, from Praia to Mindelo
In Cape Verde, lending runs mainly through eight commercial banks supervised by the Banco de Cabo Verde, in escudos (CVE) pegged to the euro, backed up by a few microfinance cooperatives and by public guarantee schemes such as Pró-Garante.
A small, concentrated island banking system
The archipelago has ten islands, yet most bank branches sit in Praia on Santiago, in Mindelo on São Vicente and on Sal. Banco Comercial do Atlântico and Caixa Económica de Cabo Verde lead the market and are considered systemically important.
Commercial banks licensed by the Banco de Cabo Verde
Besides BCA and Caixa Económica, the regulator lists Banco Cabo-Verdiano de Negócios, Banco Interatlântico from the CGD group, Banco BAI Cabo Verde, Ecobank Cabo Verde, International Investment Bank and BFI Bank. Banco BIC and Banco Privado Internacional are in liquidation.
The Cape Verdean escudo and its fixed peg
The escudo is pegged to the euro at a fixed rate of 110.265 CVE per euro, underpinned by a cooperation agreement with Portugal. This stability limits currency risk for families who repay their loans with money earned by relatives in the diaspora.
Prudential supervision and borrower protection
Founded in 1975, the Banco de Cabo Verde issues the currency and supervises banks, insurers, microfinance and the stock market. It also runs a credit risk register fed by the banks, although its coverage of the population remains partial.
Financing a home in the archipelago
The government puts the housing shortfall above 14,000 units and announced in 2026 an interest subsidy of up to 55%, with a public guarantee on the down payment. Full details are on our page about home loans in Cape Verde.
Cooperative microfinance for low incomes
Seven microfinance institutions, all of them cooperatives or mutuals, serve just over 10,000 active clients. Morabi, Citicoop and Fami-Picos hold most of the portfolio, as our guide to Cape Verdean microcredit explains in more detail for first-time borrowers.
Public guarantees for Cape Verdean businesses
Pró-Garante, operating since 2020, guarantees part of bank loans to SMEs, while Pró Empresa runs credit lines such as StartUp Jovem and Pró Crédito. How the two fit together is set out in our guide to financing entrepreneurs in Cape Verde.
The 2024 movable collateral registry
Launched in Praia in March 2024, the Registo de Garantias Móveis lets borrowers pledge vehicles, stock, livestock, crops or securities. It is aimed at micro and small businesses that have no registered land to offer as a mortgage.
Banco Jovem e Mulher, a targeted digital gateway
Opened in June 2024 by Pró Empresa, Banco Jovem e Mulher steers people aged 18 to 35 and women towards state-guaranteed credit lines, which are then distributed by Caixa Económica, BCA, BCN and the ASDIS cooperative.
Diaspora remittances and borrowing capacity
Money sent home by emigrants living in Portugal, the United States, France or the Netherlands carries real weight in family budgets. Banks sometimes take these transfers into account, provided they arrive regularly on a local bank account.
Tourism, services and seasonal incomes
Services make up roughly three quarters of GDP, driven by tourism on Sal and Boa Vista, trade and transport. Seasonal hotel wages make it harder for banks to assess loan applications that are filed during the off-season.
Higher education and FICASE grants
There is no widely available bank student loan; FICASE funds around 3,500 grant holders at home and abroad. The alternatives are covered on our page about paying for university in Cape Verde, including state-guaranteed lines for students.
Steps to apply for a loan at a Cape Verdean bank
- Obtain a tax identification number (NIF) and open an account with a bank licensed by the Banco de Cabo Verde.
- Have your salary or regular diaspora transfers paid into that account for several months.
- Set the amount in escudos and an affordable monthly payment before approaching several banks in Praia or Mindelo.
- Ask for a written quote showing the rate, fees, insurance and total cost over the same term.
- Check whether you qualify for a Pró-Garante guarantee, Banco Jovem e Mulher or the 2026 housing subsidy.
- Sign the contract only after reading the clauses on early repayment and late-payment penalties.
What drives the cost of an escudo loan
| Item | What to know | Benchmark |
|---|---|---|
| Interest rate | Set by each bank according to profile and term | Variable, compare on total cost |
| Arrangement fee | Charged when the loan is set up | Per the bank's published price list |
| Borrower life insurance | Required for home loans and often for consumer loans | Depends on age and amount |
| Pró-Garante guarantee | Guarantee fee on SME loans | Depends on the credit line |
| 2026 housing subsidy | State covers part of the interest | Up to 55% of interest, indicative |
Documents Cape Verdean banks ask for
- Cartão Nacional de Identificação (CNI) or valid passport
- Tax identification number (NIF)
- Last three payslips or a tax return
- Recent bank statements showing where income is paid
- INPS registration certificate for private-sector employees
- Proof of address from the town hall or an electricity bill
- Land registry certidão or quotes, depending on what is financed
Common traps when borrowing in Cape Verde
- Relying on diaspora money received in cash: with no trace on a local account, the bank cannot count it as income.
- Paying upfront fees to a so-called lender found on Facebook or WhatsApp, when no licensed institution works that way.
- Ignoring an old missed payment recorded in the Banco de Cabo Verde credit register, which is often enough to block a new application.
- Borrowing in euros from a foreign bank without weighing the transfer costs and the extra collateral it will demand.
- Applying to Pró-Garante or Banco Jovem e Mulher without a costed project, which delays or sinks the request.
Cape Verde credit market in five questions
Who regulates banks in Cape Verde?
The Banco de Cabo Verde, the country's central bank, licenses and supervises commercial banks, microfinance institutions, insurers and the stock market. Before signing anything, it is wise to check that the lender appears on the list of authorised entities it publishes.
Could the Cape Verdean escudo be devalued against the euro?
The escudo is tied to the euro at a fixed parity of 110.265 CVE, backed by an agreement with Portugal. A change remains possible in theory, but the peg has been stable since it was introduced in the late 1990s.
Can a non-resident take out a loan in Cape Verde?
Local banks serve a large emigrant clientele and open accounts for non-residents who hold a NIF. Lending still depends on verifiable income and, for housing, on a registered property that can carry a mortgage.
Is there a published usury rate in Cape Verde?
We could not confirm a numerical cap comparable to the WAMU usury rate. The safest approach is to compare the total cost quoted by each bank and to contact the Banco de Cabo Verde if a contract raises doubts.
Do Cape Verdean SMEs have access to public loan guarantees?
Yes. Pró-Garante has covered part of the risk on bank loans to SMEs since 2020 and had supported around 1,900 businesses by 2022. Pró Empresa also offers credit lines for young people, women and very small businesses.
