Borrowing on a retirement pension in Ethiopia

In Ethiopia, retirees mostly borrow against a pension paid into a bank, a blocked deposit or a house, over short terms, because banks set a maximum age for repayment and pensions are often modest in the face of inflation.

Retirement at sixty and two pension schemes

The statutory retirement age is sixty. Civil servants and military personnel fall under the public sector social security agency, while employees of private companies belong to the agency dedicated to the private sector, created more recently.

The pension as a source of repayment

The monthly pension is paid in birr into a bank account, often at the Commercial Bank of Ethiopia. A bank may agree to lend if the pension is paid there and the retiree authorises an automatic debit of each instalment.

Maximum age set by Ethiopian banks

Ethiopian banks set a maximum age at the end of the loan and shorten the term for older borrowers. A sixty-five-year-old retiree therefore faces higher instalments for the same amount than a forty-year-old employee would.

Modest pensions under inflationary pressure

Pensions have been raised several times, but the inflation that followed the birr float has eroded their purchasing power. The instalment must stay small enough to leave money for food, rent and healthcare in Addis Ababa.

End-of-service payment placed on fixed deposit

A retiree who has received a severance payment or end-of-career savings can place it on fixed deposit and borrow part of that amount. The rate is more favourable and the bank takes very little risk on the loan.

The family home as collateral

Retirees who own a house with a possession certificate can mortgage it for a renovation loan or to help a child. The guide to the home loan in Ethiopia explains the rules for registering the mortgage with the city.

Rental income and work after retirement

Many Ethiopian retirees rent out part of their house or run a small trading business. If this income goes through a bank account and is declared, it strengthens borrowing capacity beyond the pension alone.

Cooperatives and retirees' associations

Savings and credit cooperatives of former employees or neighbourhoods often accept retired members. The amount lent depends on the savings built up, and the decision is taken by a committee that knows the borrower personally.

Life insurance and a child as guarantor

To cover the risk of death, the bank asks for insurance on the outstanding balance or a guarantee from a salaried child. That guarantee binds the child, who will have to repay if the estate is not enough.

Small personal loans for pensioners

For small expenses, a retiree can request a personal loan secured on the pension, on the same principles as a salary loan. The general conditions are described in the guide to the personal loan in Ethiopia.

Djibouti as a point of comparison

In Djibouti, retired civil servants also use the payment of their pension into a bank account to borrow from local banks. The guide to the loan for retirees in Djibouti describes these neighbouring practices and their age limits.

A foreign pension for Ethiopians who return home

Some Ethiopians who built a career abroad return to live in Addis Ababa or Bahir Dar with a foreign pension. Banks may take it into account if it is transferred regularly into a local account, in foreign currency or birr.

How a pensioner applies for a loan in Ethiopia

  1. Make sure the pension is paid into an account at the bank you are approaching.
  2. Obtain a pension certificate from the social security agency showing the monthly amount.
  3. Choose the security: pension paid into the bank, blocked deposit, house or a salaried child as guarantor.
  4. Submit the application and sign the authorisation for automatic debit from the pension.
  5. Take out any life insurance required and receive the funds in your account.

Pitfalls for retirees borrowing in Ethiopia
  • Accepting an instalment that swallows most of the pension and leaves nothing for healthcare and housing costs.
  • Mortgaging the family home to fund a child's project without a written agreement on who repays the instalments.
  • Paying fees to a fake agent who promises a pension advance without going through the bank.
  • Overlooking the bank's age limit and having the file rejected after paying for a valuation.

Questions on credit for Ethiopian pensioners

Up to what age can you borrow in Ethiopia?

Each bank sets its own age limit at the end of the loan. Beyond it, the application is refused or the term is cut sharply. Strong security, such as a blocked deposit, sometimes allows more flexibility on the age rule.

Can the pension be taken if a retiree misses payments?

The bank debits the instalment from the account where the pension is paid, under the signed authorisation. If the account falls short, it can turn to the guarantor or the security provided, and the default is reported to the credit bureau.

Can a retiree get a microloan in Ethiopia?

Yes, MFIs and cooperatives lend to retirees running a small activity, such as retail sales or poultry farming. Amounts are modest and follow the same compulsory savings rules as for other members of the institution.

Is the pension paid by mobile money?

It is in principle paid into a bank account. Some retirees then use telebirr or CBE Birr to send money to relatives or pay bills, but this does not automatically give access to any form of credit.
