Paying for higher education in Sierra Leone
In Sierra Leone, students rely on the Grant-in-Aid and on the public SLOAN-SL programme, created by the Students' Loan Scheme Act of 2021, which carries a 2% rate and targets 10,000 beneficiaries by 2030, while bank loans for students remain rare.
The Students' Loan Scheme Act of 2021
Passed by Parliament in November 2021, this law created a public student loan fund managed by the state. It responds to the official finding that only a small share of the population reaches university, because many families cannot afford the fees.
A pilot phase limited to postgraduate study
Announced in March 2021, the pilot phase targeted 500 students on master's, doctoral and other postgraduate courses. The government said the programme would then gradually open to all students, including undergraduates, once the first results had been assessed.
SLOAN-SL and the 2025-2030 strategic plan
Approved in August 2026, the SLOAN-SL strategic plan sets a target of 10,000 funded students by 2030. Priority goes to science, agriculture, health, technical education and teacher training, the fields the government considers most needed for the economy.
A 2% rate and an insurance premium
According to the plan presented in 2026, the SLOAN-SL loan carries 2% interest and a 1.5% insurance premium, with structured repayment. These terms are far gentler than those of a commercial bank loan in leones, which follow the BSL policy rate.
NIN, guarantor and grace period
The ministry has stated that beneficiaries must hold a national identification number and provide a guarantor. A one-year period after the graduate starts work was announced before repayments begin, giving time to settle into a first job.
The Grant-in-Aid, the long-standing public bursary
The Grant-in-Aid covers all or part of the tuition fees of selected students at public universities. It exists alongside SLOAN-SL and remains the main source of help for many families across the sixteen districts of the country.
Fourah Bay, Njala and the technical universities
Fourah Bay College in Freetown, Njala University, the Ernest Bai Koroma University of Science and Technology and Milton Margai Technical University enrol most students. Fees vary according to the institution and the course of study chosen.
Costs beyond university fees
Housing near campus, transport, meals, a computer and an internet connection weigh as much as tuition. Some families top up with a personal loan in Sierra Leone or with help from a relative living abroad in the diaspora.
Foreign scholarships turned into loans
The ministry announced that allowances paid to students leaving on international scholarships could be converted into loans. The terms of any scholarship to study abroad should therefore be read carefully before departure to avoid an unexpected debt.
From school costs to the student loan
Before university, Sierra Leonean families spend years paying for uniforms, supplies, transport and exams. The school loan in Sierra Leone page explains what free education covers in public schools and which costs still need funding.
Student loans in Nigeria
In 2024 Nigeria launched a national interest-free student loan fund for students at public universities and institutes. The student loan in Nigeria page lets you compare that model with SLOAN-SL and its Sierra Leonean conditions.
Keeping up with SLOAN-SL application rounds
Application dates, priority fields and loan ceilings change from year to year. Following announcements from the Ministry of Technical and Higher Education and from the programme itself avoids missing an application window.
Applying for the Sierra Leonean public student loan
- Obtain your national identification number from the NCRA if you do not already have one.
- Check that your admission is to an institution and course eligible for the SLOAN-SL programme.
- Find a guarantor willing to commit and gather their identity and income documents.
- Submit your application during the round opened by the programme, online or as announced.
- Sign the loan agreement and note the date repayments start after you enter employment.

Missteps Sierra Leonean students make with credit
- Applying without a NIN or a guarantor, two conditions announced as compulsory for the public loan scheme.
- Choosing a non-priority course while counting on the loan, without checking the criteria for that round.
- Borrowing from a high-interest private lender to pay registration while waiting for an uncertain answer.
- Paying an intermediary who promises a guaranteed place in the SLOAN-SL programme or the Grant-in-Aid.
Students' questions about SLOAN-SL and the Grant-in-Aid
Is the Sierra Leonean student loan open to undergraduates?
The pilot phase targeted postgraduate students, with gradual opening announced. The 2025-2030 plan aims for 10,000 beneficiaries, and the levels eligible in each round should be checked directly with the programme before applying.
Can the Grant-in-Aid and a SLOAN-SL loan be combined?
The loan programme is presented as complementary to the Grant-in-Aid. The rules on combining them depend on each round and the criteria set by the authorities, so check them before submitting two applications.
Do banks offer student loans?
Bank loans designed specifically for students remain rare at Freetown banks. Banks instead lend to a salaried parent through a personal loan, repaid from the salary paid into that parent's account.
What happens if the borrower cannot find a job?
The announced grace period runs from the time the graduate enters employment. The exact arrangements for prolonged unemployment, and the guarantor's role, are set out in the contract, which should be read carefully before signing.
