Financing a home in Angola with a housing loan
In Angola, the subsidised housing loan under Aviso 9/23 of the Banco Nacional de Angola caps the rate at 7% a year until May 2032 for a permanent residence, with no more than 100 million kwanzas financed per home.
The BNA subsidised housing loan
Launched by Aviso 9/22 and then replaced by Aviso 9/23, this scheme targets the purchase of a permanent residence, whether new, existing or under construction. Systemic banks must offer it, and each eligible loan is deducted from their mandatory reserves.
A ceiling of 100 million kwanzas per home
The amount financed cannot exceed 100 million kwanzas per property, and the loan must not exceed the value of the home. Above that, the buyer falls under standard credit, where each bank freely sets the interest rate and fees.
Fixed rate, then variable after 2032
The nominal rate cannot exceed 7% a year until 31 May 2032. After that it becomes variable, tracking the interbank rate plus a margin of one point at most, which exposes the borrower to swings in Angolan monetary policy.
Arrangement fee capped at 1%
Under the subsidised scheme, the arrangement fee cannot exceed 1% of the loan and each restructuring 0.5%. Outside the scheme, BFA for example charges a 2% fee of between 150,000 and 500,000 kwanzas, plus IVA at 14%.
Kilamba, Sequele and the centralidades
The centralidades built around Luanda, such as Kilamba and Sequele, were largely sold under renda resolúvel, a rent-to-own arrangement. Buying a flat that has already been allocated means checking the contract transfer with the public manager before any loan application.
Serviced land and title deeds
The scheme requires serviced land. The bank asks for the land registry certidão and the concession or ownership title. In informal neighbourhoods of Cacuaco or Viana, the lack of registration almost always rules out any mortgage on the property.
Mandatory life and home insurance
Banks require life insurance covering at least the borrowed capital and comprehensive home insurance on the appraised value. At BFA these policies are placed with Fidelidade Angola, and the premium is added every month to the loan instalment.
Age limits, term and loan-to-value
The subsidised scheme allows up to 25 years of repayment. In its commercial offer, BFA limits the term to 20 years, finances up to 85% under employer agreements and requires borrowers to be no older than 60 when the contract ends.
Civil servants and employer agreements
Banks sign agreements with ministries, Sonangol or large companies to have salaries paid into their accounts. These deals ease the assessment, but a borrower close to retirement should read our guide to loans for retirees in Angola before committing.
Self-build in the provinces
In Huambo, Lubango or Benguela, many families build in stages on a plot granted by the municipal administration. The construction credit under Aviso 9/23 targets organised developers rather than individuals, who often fund these projects through savings or kixikila.
Early repayment and restructuring
The subsidised scheme prohibits early repayment penalties. Under the BFA commercial offer, a partial prepayment must reach at least 25% of the outstanding capital, and a fixed charge of 90,000 kwanzas applies to the operation.

Paperwork for a housing loan application
- Bilhete de Identidade and NIF of each borrower
- Declaração de serviço and the last three recibos de vencimento
- Promise-to-purchase contract or developer's proposta
- Certidão de registo predial and concession or ownership title
- Appraisal report from the bank's approved valuer
- Recent bank statements showing the domiciled salary
Frequent mistakes with a mortgage in Angola
- Signing a preliminary contract for a home built without a licence or on land never granted, which makes any mortgage impossible.
- Assuming the 7% rate is guaranteed for the whole term, when it becomes variable after May 2032.
- Paying a reservation fee to a middleman claiming to resell a Kilamba flat without an official transfer of the contract.
- Forgetting that life and home insurance are added to the instalment and may exceed the repayment capacity you planned.
- Requesting more than 100 million kwanzas while believing you remain in the subsidised scheme, which pushes the file into standard credit.
Questions about home loans in kwanzas
Do all Angolan banks offer the 7% rate?
Banks classed as systemic must take part in the scheme, while others may join voluntarily. In practice the funds available and the processing times vary widely, so it is worth asking several Luanda institutions before choosing where to apply.
Can an existing home be financed under Aviso 9/23?
Yes, Aviso 9/23 covers the purchase of a permanent residence that is new, existing or under construction, provided the land is serviced and the price remains compatible with the ceiling of 100 million kwanzas financed.
Can a renda resolúvel flat be mortgaged?
Until the rent-to-own arrangement is paid off, the occupant is generally not the registered owner and therefore cannot offer the property as collateral. The final deed and registration in the land registry must be obtained first.
Are early repayment penalties allowed in Angola?
They are banned under the BNA subsidised scheme. For a commercial loan, the bank may charge fees, such as the 90,000 kwanzas listed by BFA, which is why reading the product fact sheet before signing matters.
